Fractional CTO California: Build, Ship and Run It

For California SaaS and AI startups that need a CTO who can make the architecture call, write the code and own the deployment, without a Bay Area salary.

The core decision

Fractional CTO California teams can hand the whole stack to

California startups often have the opposite problem to everyone else: plenty of advisers, not enough people who will own the build. A fractional CTO California founders hire from me designs the platform, writes and reviews the code, and deploys and runs it on AWS, on Pacific hours. Bay Area fractional CTOs bill $275 to $350 an hour; my plans start at $1,500 a month and the build plans include the development.

AI features without a metered bill on every request

Peaches is a self-hosted, OpenAI-compatible LLM service my team shipped for production captions, review replies and estimating. For a California AI startup the useful question is usually not which model, but which requests have to leave your infrastructure at all, and what each one costs at scale.

Privacy rules that land in the schema

California’s privacy law (CCPA, as amended by CPRA) turns into engineering work: knowing where personal data lives, deleting it on request and keeping one customer’s data out of another’s. In a multi-tenant SaaS product that starts with a tenant boundary that fails closed, which is the design the SaaS articles here walk through.

From prototype to a platform you can sell

Pulse/MyOmniHub grew to 61 product modules on one Laravel platform. The order of decisions that made that possible, tenancy first, then isolation, jobs and permissions, is the same one I would apply to a California startup before its first enterprise customer.

SaaS platform architecture: the decisions that come first β†’

Fit

Who this helps

  • Seed and Series A SaaS startups whose first engineers need an architect and a reviewer.
  • AI product teams deciding between external APIs and models they host themselves.
  • Founders handed an agency or offshore build they now need to own and extend.
  • Companies selling to enterprise buyers who ask about tenant isolation and data handling.

Scope

What I take on

  • Architecture and stack decisions, written down with their reasons
  • Hands-on development: Laravel, Node.js, Next.js, Python, Flutter and React Native
  • Deployment and cloud operations on AWS, from CI/CD to monitoring and backups
  • Multi-tenant SaaS design: tenant isolation, roles and permissions, per-tenant settings
  • Integrations, data migration and legacy systems, including ones with no API
  • AI features on your own infrastructure when they pay for themselves

Deliverables

What you get

  1. A technology roadmap tied to what the business needs this quarter
  2. Code, infrastructure and releases you own, in your repositories and accounts
  3. A written decision record your next engineer can read
  4. A weekly working session on US hours, plus async updates

How does a fractional CTO California engagement start?

With a free 20-minute call, then either the two-week CTO Strategy Sprint or a monthly plan. In the first two weeks I read the code, the infrastructure and the roadmap and write down what I would change first.

What does it cost?

Four monthly plans: CTO advisory at $1,500 for 20 hours, Fractional CTO at $2,800 for 40 hours, CTO plus build at $4,800 for 80 hours, and a full-time equivalent at $8,000 for 160 hours. Ad hoc work is $75 an hour. A US fractional CTO usually charges $170 to $250 an hour, and that rarely includes writing the code.

Do you work on Pacific time?

Yes. I work full time on US hours, including Pacific time, remotely. There is no local office.

Will you write code, or only advise?

Both. The CTO plus build and full-time plans include hands-on development, code review and deployment. The advisory plan is for teams that already have engineers and need the decisions owned.
