No. Advice and implementation are separate. An assessment ends with recommendations; building, migrating, deploying or testing is scoped and agreed separately, so the recommendation stays independent.

Scope, fee and timing are agreed in writing before any paid work starts, after a first conversation about the problem. Rates are available on request.
